RICHMOND - A state Supreme Court ruling Friday effectively voids the Hampton Roads Transportation Authority as unconstitutional.
In a unanimous opinion, the court said legislators improperly delegated taxing powers to the unelected members of the Northern Virginia Transportation Authority, a key component of legislation passed last year to address the state's traffic problems. |

RICHMOND ? Delegate Robert G. Marshall's maverick style has Republicans split over whether he is their best candidate to defeat former Gov. Mark Warner in Virginia's U.S. Senate race.
"I support him because he is not a team player," said Shaun Kenney, who recently resigned as spokesman for the state Republican Party. "There are a lot of conservatives who are so disappointed in some Republicans that they are really looking for people who will go to Washington, speak their mind and not go along with the establishment."

A Senate committee rejected legislation yesterday to postpone mandatory vaccinations of sixth-grade girls against a virus that can cause cervical cancer.
The Education and Health Committee voted 10 to 5 to kill a bill by Del. Robert G. Marshall (R-Prince William) to delay the mandate from this fall until fall 2010. |
